pyrage 1.3.0 removed the Recipient/Identity class pattern in favour of
pyrage.passphrase.encrypt(plaintext, passphrase) and
pyrage.passphrase.decrypt(ciphertext, passphrase) top-level functions.
Update _encrypt/_decrypt in config.py accordingly.
