jsobczak ce6c5893d7 Fix Action Data Elements construction. 
Data Elements representing an action should have the type set to
kActionFieldType, and the actual action stored in the value.

jsobczak b92881a460 Define Data Elements and ActionFactory. 
Data Elements describe the custom data entities that can be added
to an advertisement.
ActionFactory takes a list of Data Elements and creates an Action
for the base NP advertisement.
