hai007 e429d2d373 [nearby] Migrate to new rtc::Thread::PostTask() API. 
In WebRTC, rtc::Thread contains multiple PostTask signatures.
The one that takes "RTC_FROM_HERE" is being deprecated. This CL
upgrades to the newer version to unblock the old signature's
removal. See https://crbug.com/webrtc/13582.

hai007 7cddbe3c09 Define _SILENCE_CLANG_COROUTINE_MESSAGE for the :windows cc_library. 
The experimental/coroutine header is not officially supported by lexan. In the next Windows SDK release, this is signaled by an error during compilation, which is silenced by setting \D_SILENCE_CLANG_COROUTINE_MESSAGE from the command line.

This change sets _SILENCE_CLANG_COROUTINE_MESSAGE in advance of the SDK release. This prevents a break from occurring when the new SDK is released.

hai007 7406ad8bff RTCConfiguration's default value for sdp_semantics is about to 
change from kPlanB to kUnifiedPlan. Because of this, all uses
of RTCConfiguration has to be updated to explicitly set the
sdp_semantics field.

The NO-OP version of this CL would be to set it to kPlanB and
file a buganizer issue to track migration from kPlanB to
kUnifiedPlan, but because nearby's use cases only uses data
channels (i.e. it does not use WebRTC for audio and video)
nearby should not care about which SDP semantics is used, and as
such this CL goes ahead and updates it to kUnifiedPlan.

bourdakos d29b05c367 The information advertised by the remote endpoint might not be a human readable string. This CL adds an endpointInfo property to the GNCDiscoveredEndpointInfo object, which is used to get the raw byte array that was advertised. 
For consistency with the Android API, `name` has also been renamed to `endpointName`.
