Create a FakeDeviceProvider class which will be used in testing for NearbyPresence and NearbyConnections. To assist with testing PresenceService will store a NearbyDeviceProvider base class instead of the implementation specific PresenceDeviceProvider. PiperOrigin-RevId: 625845617
