Janusz Sobczak 255bdb6139 Add StopScan method.
Add StopScan and refactor StartScan to return a sesssion id.
Move handling of StartScan, StopScan and NotifyFoundBle to the same thread to avoid race conditions.
Implement start advertising in service controller.
