Janusz Sobczak ddbb711b7b Add InitialPair plugin
Creates plugins/ directory which will store internal plugins used for admin
tasks and testing. In this CL
* FakeFastPairPlugin for tests
* InitalPairPlugin - simple plugin that triggers Initial Pair flow
