chore: Migrate Claude plugins to Clanker Cafe

Enable the six migrated plugins at project scope and retain explicit disabled entries for the old marketplace. The local DebugBadger pilot has been promoted to a project installation.

Validation: a fresh Claude Code session loaded all six new plugin identities, their commands and agents, the migrated hooks and all four MCP services. Read-only schema discovery passed without device actions or service writes.
