This adds the necessary build rules to build with the LDT rust implementation in bazel, currently it is compiled out by a compiler flag.
This also updates the C++ standard to C++20 in order to be compatible with beto-core's targets

Create a FakeDeviceProvider class which will be used in testing for NearbyPresence
and NearbyConnections. To assist with testing PresenceService will store a NearbyDeviceProvider base class instead of the implementation specific PresenceDeviceProvider.

Renames the enable_ble_v2_async_scanning_advertising flag to just
enable_ble_v2_async_scanning, reflecting that scanning/advertising
