Janusz Sobczak 384d144d6e Do not use absl::string_view as keys. 
absl::string_view usually is not suitable type for a member variable nor a map key.
The string referenced by string_view may run out of scope.

Janusz Sobczak a90b7f85fc Disable medium env by default. 
MediumEnvironment's initial state will now match the state after calling `Stop()`.

Cleaned up tests that were calling Stop() before test start.

Janusz Sobczak 81f6b547bb Add StartAdvertising to BLE medium. 
StartAdvertising allows us to broadcast Nearby Presence advertisements.
We can now test scanning and advertising with the MediumEnvironment rather than mocking platform code.

hai007 41ba8c8a14 Convert #include <xstring> to #include <string> in nearby files. 
`<xstring>` is the MSVC internal implementation file for string. This makes it contingent on the MSVC STL.

`<string>` provides the same declarations, but does not expose the MSVC-specific implementation details. This implementation is guaranteed to meet the C++ standard exactly.

This change updates includes of `<xstring>` to be includes of `<string>`.

Anthony Rueda 69b86f1ad8 Removing unnecessary location::nearby::CredentialStorage class. 
This class was only kept to satisfy MockClass requirements for cl/472776321.
The location::nearby::api::CredentialStorage class located under
platform/implementation/credential_storage.h contains virtual functions which
satisfy the same requirements. This CL will remove excess code.
